    เอเอฟพี.รายงานว่า เมื่อ 17 ธ.ค. พายุโซนร้อนวาชิที่พัดถล่มทางตอนใต้ของฟิลิปปินส์ ทำให้เกิดน้ำท่วมฉับพลัน และแผ่นดินถล่มใน 2 เมืองใหญ่

    คือเมืองท่าคากายัน เดอ โอโร และเมืองอิลิแกน ยังผลให้มีผู้เสียชีวิตกว่า 250 ราย คาดว่าจะเพิ่มขึ้นอีก

    โดยทหารกู้ศพออกมาได้แล้วเกือบ 100 ศพ แต่มี ผู้สูญหายอีกกว่า 400 คน

    ประเมินว่ามีชาวบ้านเดือดร้อนจากภัยพิบัติครั้งนี้ร่วม 5 ล้านคน ส่วนใหญ่ต้องหนีขึ้นไปอยู่บนหลังคา โดยบางแห่งน้ำท่วมสูงถึงเอว แต่บางแห่งน้ำท่วมมิดชั้นหนึ่งของบ้าน และกระแสน้ำไหลเชี่ยว หลายพื้นที่ไม่เคยเกิดน้ำท่วมมาก่อน ทำให้ประชาชนไม่ทันระวังตัวและคาดไม่ถึง

    พันเอกลีโอพอลโด กาลอน โฆษกกองทัพ กล่าวว่า กองทัพส่งทหาร 10,000 นาย ออกไปให้ความช่วยเหลือพี่น้องประชาชนที่ได้รับความเดือดร้อนในพื้นที่ประสบภัย โดยมีเฮลิคอปเตอร์ 3 ลำบินลาดตระเวน เพื่อค้นหาผู้ที่รอดชีวิต

    ด้านนายเบนิโต รามอส ผู้อำนวยการสำนักงานป้องกันและบรรเทาภัยพิบัติแห่งชาติ กล่าวว่า ที่เมืองท่าคากาบัน เดอ โอโร ทหารกู้ศพได้ 95 ศพ แต่ยังมีผู้สูญหายอีก 125 คน ส่วนที่เมืองอิลิแกนกู้ศพได้ 79 ศพ ขณะที่น้ำท่วมสูงขึ้นอย่างรวดเร็ว เนื่องจากฝนตกหนักติดต่อกัน นานกว่า 12 ชั่วโมง

    ข่าวระบุว่า ศพจำนวนมากถูกคลื่นซัดออกทะเล นายอายี เฮอร์นานเดซ อดีตส.ส. กล่าวว่า ตนและครอบครัวพักอยู่ที่บ้านและได้ยินเสียงน้ำไหล

    จากนั้น น้ำทะลักเข้ามาในตัวบ้านอย่างรวดเร็ว จึงตัดสินใจพาครอบครัว อพยพไปอยู่กับเพื่อนบ้าน ซึ่งเป็นตึกสองชั้น โดยเป็นการตัดสินใจที่ถูกต้อง เพราะจากนั้นไม่ถึงชั่วโมง ระดับน้ำเพิ่มสูงถึง 3.3 เมตรและท่วมหลังคาบ้านตนเอง

    สำหรับพายุโซนร้อนวาชิ จะเคลื่อนตัวผ่านทะเลจีนใต้ตอนล่างและคาดว่าจะอ่อนกำลังลงก่อนเคลื่อนตัวขึ้นฝั่งที่มาเลเซียในวันที่ 21 ธ.ค.54 นี้

    ด้าน กรมอุตุนิยมวิทยาของไทย เตือนให้ประชาชนในภาคใต้ตอนล่าง ระวังพายุโซนร้อนวาชิซึ่งจะส่งผลให้มีฝนเพิ่มขึ้น และมีฝนตกหนักบางพื้นที่ ในช่วงวันที่ 20-22 ธ.ค.54 ส่วนคลื่นลมในอ่าวไทยตอนล่าง มีกำลังแรงขึ้นและจะมีคลื่นสูง 2-4 เมตร

    ในห่วงเวลาแห่งมหาอุทกภัยครั้งใหญ่ที่สุดในประเทศไทย คงไม่มีใครไม่เคยได้ยินชื่อ “รศ.ดร.เสรี ศุภราทิตย์” วิศวกรผู้เชี่ยวชาญภัยพิบัติอันดับต้นๆ ของเมืองไทย

    ที่หลายต่อหลายคนใจจดจ่อเฝ้าหน้าจอฟังการวิเคราะห์สถานการณ์น้ำ ด้วยข้อมูลที่เห็นภาพและเข้าใจได้ง่าย

    และหากย้อนถึงการทำงานในช่วงหลายปีที่ผ่านมา ถือว่า รศ.ดร.เสรี ศุภราทิตย์ ในฐานะผู้อำนวยการศูนย์พลังงานเพื่อสิ่งแวดล้อม อุทยานสิ่งแวดล้อมนานาชาติสิรินธร และผู้อำนวยการศูนย์การเปลี่ยนแปลงภูมิอากาศและภัยพิบัติ มหาวิทยาลัยรังสิต เป็นอีกผู้หนึ่งที่ทุ่มเทและเสียสละในการทำงานอย่างมาก

    โดยเฉพาะช่วงกว่า 2 ปีผ่านมา รศ.ดร.เสรี ได้เข้ามามีบทบาทในการทำงานประสานให้ข้อมูลกับหน่วยงานรัฐที่เกี่ยวข้องกับภัยพิบัติ โดยการให้ข้อมูลเรื่องเร่งด่วนที่เกี่ยวกับภัยพิบัติที่หน่วยงานรัฐมองข้าม เพื่อให้ประชาชนเตรียมการณ์รับสถานการณ์ได้อย่างทันท่วงที

    รศ.ดร.เสรีเล่าว่า ตั้งแต่เมื่อปี 2552 ได้บอกกับทางรัฐบาล ถึงเหตุการณ์อุทกภัยครั้งยิ่งใหญ่ ที่จะเกิดขึ้นกับกรุงเทพมหานครภายใน 10 ปี

    แต่ไม่อาจระบุได้ว่าจะเกิดขึ้นในปีไหน เนื่องจาก ว่าพบข้อมูลว่า มีปริมาณฝนที่มากขึ้น และระบบผังเมืองที่ไม่ค่อยดีนัก อีกทั้งระดับน้ำทะเลที่สูงขึ้น และแผ่นดินที่ทรุดตัว
    “ในตอนนั้น เราได้ประเมินความเสียหายบนพื้นฐานที่ว่า ไม่ได้มีการต่อสู้กับภัยพิบัติด้วยวิธีใดๆ ประมาณหนึ่งแสนห้าหมื่นล้านบาท แต่เนื่องจากว่า ยังไม่มีใครออกมาหาวิธีป้องกันอย่างชัดเจน

    จนเหตุการณ์ต่างๆ ที่เคยคาดการณ์ไว้ มาถึงจริงๆ เรารู้ข้อมูลว่า จะเกิดความเสียหาย และส่งผลให้ประชาชนเดือดร้อนมากน้อยแค่ไหน

    ดังนั้น จึงเป็นจุดเริ่มต้นให้ออกมาร่วมแก้ไขปัญหา และหาทางออก ในการฝ่าวิกฤต ให้กับประชาชน”
    ทว่า ในบทบาทของการเป็นอาจารย์ประจำภาควิชาวิศวกรรมโยธาและสิ่งแวดล้อมวิทยาลัยวิศวกรรมศาสตร์ มหาวิทยาลัยรังสิต ของ รศ.ดร.เสรี เล่าว่า ส่วนใหญ่จะเปิดสอนเทอมละ 2 วิชา ซึ่งเป็นวิชาเกี่ยวกับ Hydraulics และ Engineering ในระดับปริญญาตรี

    สำหรับคณะวิศวกรรม จุลศาสตร์ จะเรียนเกี่ยวกับเรื่องน้ำโดยตรง และในระดับปริญญาโท ปริญญาเอก ก็จะเลือกวิชาเฉพาะ เช่น Flood Engineering, Storm Surge, Tsunami Engineering เป็นต้น

    “อาจารย์ที่ปรึกษาของผม ตอนเรียนที่ญี่ปุ่น เป็นผู้เชี่ยวชาญด้านสึนามิ ที่เก่งที่สุดในโลก บอกกับผมว่า

    การเรียนเกี่ยวกับด้านนี้ จะไม่ได้รับการตอบแทนเป็นเงินทอง แต่สิ่งที่จะได้คือ การได้ช่วยมวลมนุษยชาติ และชีวิตของเขา คือการทำงานเพื่อมนุษยชาติ”
    รศ.ดร.เสรี บอกอีกว่า การมองหาใครสักคน ที่ทำงานเพื่ออุทิศตัวเองเพื่อสังคม และทำงานด้วยจิตวิญญาณอย่างแท้จริงนั้น ยังคงเป็นเรื่องยากในสังคมไทย

    สำหรับตนเองเชื่อมั่นว่า มีจิตวิญญาณที่แน่วแน่ในการทำเพื่อส่วนรวม และสิ่งที่กำลังพยายามทำต่อจากนี้ คือ การสร้างคน

    อย่างน้อย ต้องสร้างเพื่อให้แต่ละคน ถนัดในแต่ละด้านที่แตกต่างกัน แต่หลังจากนั้น ก็เป็นหน้าที่ของพวกเขาเหล่านั้น ว่าจะทำเพื่อสังคมต่อไปหรือไม่

    “เป็นไปได้ยากที่บัณฑิตใหม่ จะอุทิศชีวิตการทำงานเพื่อส่วนรวมอย่างเดียว คนเราทุกคน ย่อมต้องการสร้างต้องรากฐานที่มั่นคงให้กับตัวเองก่อน แต่เมื่อถึงจุดๆ หนึ่งแล้ว ขอให้คิดถึงประเทศชาติ

    คิดว่า จะช่วยเหลือประเทศได้อย่างไร โดยเฉพาะ กับภัยพิบัติเหล่านี้ ที่จะเพิ่มมากขึ้นแน่นอนในอนาคต” รศ.ดร.เสรี ทิ้งท้าย

    KUCHING: Floodwaters inundated several parts of Kuching City after 12 hours of continuous rain. A massive traffic congestion spread as drivers snake their way through the six roads leading into the city. Many roads were impassable to small vehicles.
    Bernama reported a spokesman of the state flood operations room said the flooded roads are Green Road, Batu Kawa Road, Badarudin Road, Matang Road, Tabuan Road and Sultan Tengah Road.
    “We received reports of floods in the residential areas of Dewa Wira and Stapok and it is learned that several residents have moved out of their homes,” he said.
    There have been no reports so far of schools having to close, he said.
    The spokesman said the floodwaters are expected to recede soon as the Sarawak River is at its normal level.
    Meanwhile the King Tides for the state are expected from this weekend until January 16 with the highest at six metres on January 12, according to the Sarawak Almanac.​

    Disasters in Brazil, Chile and Colombia account for more than 480 fatalities

    Quito, Jan 4. (Andes) .- Three Latin American countries suffer the consequences of disasters that have killed over 480 people and the evacuation of nearly two million people. Brazil and Colombia bear disproportionate increase in flooding due to rainfall and Chile have a wildfire that has consumed 5 700 hectares.

    The floods in the provinces of Rio de Janeiro and Minas Gerais, southeastern Brazil, registered the deaths of five people affected mobilization of 9365. At least 52 municipalities entered the state of emergency.

    "In the last 48 hours which is estimated rained in a month," according to Brazilian Civil Defense. The Brazilian government estimates that 404 people lost their homes in the floods.

    In Chilean Patagonia, a fire caused in the national park Torres del Paine, about 2 000 km south of Santiago. The fire department evacuated 700 tourists in the area and closed the park as an emergency measure.

    Singer Rotem, an Israeli tourist, 23, years was delivered to the Chilean authorities as responsible for starting the fire toburn a roll of toilet paper. Currently, 20 fires are active and officials fear that the strong winds recorded make the taskmore complicated species.

    Flooding in the city of Bogotá, Colombia's capital, and in different provinces have so far caused over477 deaths and nearly two million homeless.

    This country is suffering the effects of La Niña, which has affected 10% of the total population. According to the Directorate Risk Management Colombia (DGR), also accounted for 45 missing and 572 injured in 27 of the 32 departments.

The Bossers and their neighbours in Erode, Smiths - Charlie, 45, Debrah, 46, Nicky, 27, and Donna, 19 -were playing in the river at around 1.30 pm when the barrage was opened to release floodwater. “The families were unaware of the opening of the barrage and were washed away,” police said. Fishermen and boatmen dived into the water but could only rescue Ryan. Candice’s body has been recovered.

    คุณ Falkman ค่ะ เขื่อนแตกที่บลาซิล พอจะทราบใหมค่ะ น้ำท่วมสูงแค่ไหน แล้วอย่างที่เค้ำทำนายกันในประเทศไทยถ้าเขื่อนแตก น้ำจะสูงมากหลายเมตร เหตุการณ์แบบนี้เคยเกิดขึ้นในต่างประเทศมาก่อนมัยค่ะ มีเพื่อนอยู่จังหวัดตาก เค้าก็กลัวเหมือนกันนะค่ะ ที่แน่ ๆ ตอนน้ำท่วมเมื่อปลายปีที่ผ่านมา ตอนเขื่อนเต็มแล้วระบายน้ำออก คนที่อยู่แถวนั้นก็สยองเหมือนกัน

    เคยเห็นเขื่อนแตกจาก youtube หลายๆ ที่เหมือนกัน
    ของบราซิลก็ได้ยินนี่แหล่ะ ก็เลยหาข้อมูลมาข้างล่างนี้
    ส่วนเขื่อนภูมิพล ผู้รู้หลายๆ ท่านบอกว่า โอกาสที่จะแตกน้อยกว่าเขื่อนแถวกาญจน์น่าจะมีความเสี่ยงมากกว่า เพราะตั้งอยู่บนรอยเลื่อนมีพลัง ส่วนเขื่อนภูมิพลมีโครงสร้างแข็งแรงกว่ามากและไม่ได้ตั้งอยู่ในจุดเสี่ยง

    อันนี้ฟังๆ เค้ามาอีกทีนะ เพราะไม่ใช่ผู้เชี่ยวชาญทางนี้

    แต่ข้อเสนอแนะของตัวเอง จริงๆ ทางการน่าจะมีการซักซ้อมการหนีภัย หรือ ตั้งระบบสัญญาณเตือนภัย ให้ประชาชนทราบ ถึงแม้จะแค่เป็นการซ้อม อย่างน้อยก็ทำให้ประชาชนอุ่นใจขึ้น

    จริงค่ะ เค้าน่าจะมีการเตรียมการสำรองไว้ ที่บอกว่าแข็งแรงรับได้ 7 ริกเตอร์ แต่ถ้ามากกว่านั้นล่ะ ก็น่าจะมีการซ้อมไว้บ้าง ส่วนใหญ่ต้องรอให้เกิดแล้วค่อยทำกัน

    ข้อสังเกต: จุดดับนี้อีกสองวันจะหันมาตรงกับโลก และถ้าจุดดับนี้ Group's magnet type เพิ่มเป็น Beta-Gamma-Delta โอกาสที่จะเกิด X-Class flare (ระเบิดขนาดใหญ่) มีมากและจุดนี้ก็มีพิกัดตรงกับไทย คือ ประมาณภาคเนื้อตอนล่าง กลางตอนบน อีสานตอนกลางๆ คือ latitude 16 องศาเหนือ ซึ่งก็อาจจะเหมือนกับตอนที่เมืองไทยน้ำเยอะๆ ตอนช่วงวันที่ 9,10 กันยายน 11 (ซึ่งเกิดการระเบิด x-class 2 ลูก) ซึ่งน้ำก็จะมาจำนวนมาก ดังตัวอย่างข้างล่างนี้

This was confirmed yesterday by National Disaster Risk Reduction and Management Council (NDRRMC) Executive Director Benito Ramos. Ramos said the flash flood was triggered by continuous rainfall brought by low pressure area in the region. Ramos said 3,263 families or 13,053 persons were affected from Bgys. Barcelona, Oyan, Opao, Ba-ao, Burgos, Sulangon, Polo, Tamion, Diwa-an, Simonoc, Owaon and Ilayan in Dapitan City, Zamboanga del Norte, as the river in the province overflowed. Six houses were totally destroyed and 13 were damaged. Ramos said since Friday evening, the national highway in the province had also been closed and not passable to any type of vehicle due to flash flood.

The residents, from Kampung Dato Ahmad Said, Kampung Tengku Hussein and Kampung Manjoi, were evacuated to the relief centres at Sekolah Agama Rakyat Tengku Hussein and Kampung Manjoi community hall. Perak Menteri Besar Perak Datuk Seri Dr Zambry Abd Kadir, who visited the areas affected by the floods today, said heavy rain since last night caused the water in several rivers, including Sungai Pari and Sungai Tapah, to overflow its banks and spilled to the villages. He said he had asked the State Security Council and other government agencies to provide the necessary assistance, including to supply food and other essential items, to the victims immediately. "The relevant authorities should also take immediate steps to repair roads that are damaged in the floods," he added. The state government, he said, would also allocate some fund to help the victims, especially for repair of their houses. A resident at Kampung Manjoi, Che Akhirson Abd Ulrassar, 55, said he woke up about 6am and found his house in knee-deep water. "The floods damaged the furniture in my house and also killed my two cats," he added. Housewife Habsah Sharif, 56, said today's flash flood was the worst. "I didn't have time to salvage any furniture in the house," she added.
